ஆர்எஸ்எஸ் கிரிமினல்களால் உயிரோடு எரிக்கப்பட்ட முஸ்லிம் இளைஞர்களின் குடும்பத்தினருடன் பிருந்தா காரத் சந்திப்பு
ராஜஸ்தான்-ஹரியானா எல்லையில் உள்ள கத்மிகா கிராமத்தில் ஆர்எஸ்எஸ்/பஜ்ரங்தளம் கிரிமினல்கள் பசுப்பாதுகாப்புக் குழுவினர் என்ற பெயரில் ஜூனைத் மற்றும் நசீர் ஆகியோரைக் கடத்திச் சென்று, கொடூரமாக அடித்து, பின்னர் உயிரோடு எரித்துள்ளதாகக் கூறப்படு கிறது. இந்தச் சம்பவம் பிப்ரவரி 17 அன்று நடந் துள்ளது. ராஜஸ்தான் மாநிலத்தில் மேவாதி பகுதியில் உள்ள கத்மிகா கிராமத்திற்கு மார்க்சிஸ்ட் கம்யூ னிஸ்ட் கட்சியின் அரசியல் தலைமைக்குழு உறுப்பினர் பிருந்தா காரத் தலைமையில் தூதுக் குழுவினர் சென்று அவர்தம் குடும்பத்தினரைச் சந்தித்தார்கள். இந்தத் தூதுக்குழுவில் பிருந்தா காரத்து டன், கட்சியின் ராஜஸ்தான் மாநிலச் செயலா ளர் அம்ரா ராம் மற்றும் சுமித்ரா சோப்ரா, டாக்டர் சஞ்சய் மாதவ், ரைசா ஆகிய ராஜஸ்தான் மாநிலச் செயற்குழு மற்றும் மாநிலக்குழு உறுப்பினர்களும் வழக்கறிஞர் சபீர் கானும் இடம்பெற்றிருந்தார்கள்.
பொய் வழக்குகள்
குடும்பத்தினர் கூறிய விவரங்களின் அடிப் படையில் சம்பவம் வருமாறு: 6 குழந்தைகளுக்குத் தந்தையான ஜூனைத் (35), தன்னுடைய உறவினர் நசீர் (25) ஆகிய வர்கள் புதனன்று மாலை தங்களுடைய உற வினர் ஒருவருக்கு அவருடைய சகோதரியின் மகளை மணமுடிப்பதற்கு நிச்சயிப்பதற்காகச் சென்றிருக்கிறார்கள். அவருடைய சகோதரர் ஒரு மனநோயாளி. எனவே இரு குடும்பத்தி னரையும் ஜூனைத்தான் பாதுகாத்து வருகிறார். ஜூனைத் வைத்திருந்த கடை கோவிட் பெருந் தொற்றுக் காலத்தில் மூடப்பட்டுவிட்டது. எனவே அவர் தற்போது விவசாயத் தொழிலாளியாக வேலை செய்து வருகிறார். நசீர் ஒரு டிரக் டிரைவர். ஜூனைத் பசுக் கடத்தலைச் செய்துகொண்டி ருப்பதாக ஏற்கனவே குற்றச்சாட்டுகள் வனை யப்பட்டிருந்தன. இந்த வழக்குகள் அனைத்தும் ராஜஸ்தான் மாநிலம் பாஜகவினால் ஆட்சி செய்த காலத்தில் புனையப்பட்டவைகளாகும். ஜூனைத் மீது குற்றத்தை மெய்ப்பிக்க எவ்வித மான சாட்சியமும் கிடைக்காததால், ஜூனைத் கைது செய்யப்படவில்லை. இத்தனை ஆண்டு காலமாக அவர் மீது எவ்விதமான குற்றச்சாட்டை யும் ஆட்சியாளர்களால் நிரூபிக்கவும் முடிய வில்லை. உண்மையில் பசுக் குண்டர்களால் கால்நடை வளர்க்கும் விவசாயிகள் மற்றும் கால்நடை வர்த்தகர்களுக்கு எதிராகக் கட்ட விழ்த்துவிடப்படும் வன்முறை வெறியாட் டங்களை நியாயப்படுத்துவதற்காகவே பொய் வழக்குகள் புனையப்படுகின்றன. உண்மையில் இங்கே கால்நடை வளர்க்கும் விவசாயிகளும் கால்நடை வர்த்தகர்களும் முஸ்லீம்கள் அல்ல. கத்மிகா கிராமம் என்பது முஸ்லீம்கள் அதிகமாக வசிக்கும் ஒரு கிராம மாகும். அதனைக் குறிவைத்தே பசுக் குண்டர் களான கிரிமினல்கள் செயல்பட்டுக் கொண்டி ருக்கின்றனர்.
ராஜஸ்தானில் முந்தைய பாஜக ஆட்சிக் காலத்தின்போது, 2017 நவம்பரில் இந்தக் கிரா மத்தைச் சேர்ந்த உமர் கான் என்பவர் பசுக் குண்டர்களால் சுட்டுக்கொல்லப்பட்டார். பால் வியாபாரம் செய்துவந்த பெலு கான் என்பவர் கொடூரமான முறையில் கொல்லப்பட்ட ஒருசில மாதங்களில் இந்தச் சம்பவமும் நடந்தது. உமர் கான் குடும்பத்தினருக்கு இன்ன மும் நீதி கிடைத்திடவில்லை. இதே கதிதான் இப்போது ஜூனைத்துக்கும் நசீருக்கும் ஏற்பட்டி ருக்கக்கூடும் எனக் கிராமத்தினர் ஐயுறு கின்றனர். இவர்களைக் கொலை செய்த கயவர்கள் கைது செய்யப்படும்வரை ஜூனைத், நசீர் சட லங்களைப் புதைக்கமாட்டோம் என்று குடும் பத்தினர் கூறுகிறார்கள். எனினும் காங்கிரஸ் கட்சியின் அமைச்சர் ஜகிதா கான், சம்பவ இடத்தற்கு வந்து, இறந்த சம்பவத்திற்கு நீதி வாங்கித்தருவதாக உறுதிஅளித்து, சடலங்க ளைப் புதைக்க ஏற்பாடு செய்திருக்கிறார்.

இறந்தவர்களுக்கான இறுதிச் சடங்குகள் நடந்த நிலையல், மார்க்சிஸ்ட் கம்யூனிஸ்ட் கட்சி யின் தூதுக்குழுவினர் அக்கிராமத்திற்கு வந்தனர். அமைச்சரையோ அதிகாரிகளையோ அவர்களால் சந்திக்க முடியவில்லை. தூதுக்குழுவினர் ஜூனைத்தின் மனைவி ஷஜிதா மற்றும் அவர்களின் குழந்தைகளைச் சந்தித்தனர். நசீர் ஒரு டிரக் டிரைவர். நசீரும் அவர் மனைவி ஹர்மினாவும் அநாதைகள். அவர்களுக்குக் குழந்தைகள் இல்லை. எனவே அவர்தன் உறவினரின் குழந்தைகளைப் பாது காத்து வளர்த்து வந்தார். இப்போது இவர்கள் கொல்லப்பட்டிருப்பது அக்குடும்பத்தினர் அனைவரையும் நிர்க்கதியாக்கிவிட்டது. அவர் களுக்கு உடனடியாக உதவி செய்ய வேண்டியது அவசியமாகும். காவல்துறையினர் பதிவு செய்துள்ள முதல் தகவல் அறிக்கையில் கடத்தப்பட்டிருக்கி றார்கள் என்று மட்டுமே இருக்கிறது. அவர்கள் கொல்லப்பட்டதாக எதுவும் இல்லை. முதல் தகவல் அறிக்கையில் இந்தப் பகுதியில் ஹரி யானா பாஜக அரசாங்கத்தின் அரவணைப்புடன் செயல்பட்டுவரும் கிரிமினல் பேர்வழி மொகித் யாதவ் என்னும் மனு மனேசர் என்பவரின் பெயர் இடம் பெற்றுள்ளது. எரிந்த காரும், இறந்த வர்களின் சடலங்களும் ஹரியானா மாநிலம் பிவானி மாவட்டத்தில் பர்வாஸ் மற்றும் லோகாரு என்னும் கிராமங்களில் காணப்படு கின்றன. எனவே பசுக் குண்டர்களின் நடவ டிக்கைகளுக்கு ஆதரவு அளித்துவரும் ஹரி யானா காவல்துறையினர் புலனாய்வு செய்வ தில் ஆர்வம் காட்டவில்லை. இதுவரை ஒருவர் மட்டுமே கைது செய்யப்பட்டிருக்கிறார்.
இத்தகைய சூழ்நிலையில் ராஜஸ்தான் அரசாங்கம் உறுதியுடன் செயல்பட முன்வர வேண்டும். ஏனெனில் சம்பவம் நடந்த இடம் ராஜஸ்தான் மாநிலத்தில் இருப்பதாகும். சம்ப வத்தில் அடையாளம் காட்டப்பட்டுள்ள கய வர்கள் அனைவரும் தாமதம் எதுவுமின்றி கைது செய்யப்பட வேண்டும். முன்பு கன்னையா லால் என்பவர் கொல்லப்பட்டபோது இழப்பீடு வழங் கப்பட்டது போன்று இவர்களுக்கும் 50 லட்சம் ரூபாய் இழப்பீடு வழங்க வேண்டும். இறந்த வர்களின் குடும்பத்தினருக்கு வேலை வாய்ப்பும் அளித்திட வேண்டும். இக்கொலைபாதக சம்பவங்களை மார்க்சிஸ்ட் கம்யூனிஸ்ட் கட்சி கடுமையாகக் கண்டனம் செய்கிறது. ஹரியானா மாநிலத்தில் ‘பசுப் பாதுகாவலர்கள்’ என்று கூறப்படும் குண் டர்களிடம் ஹரியானா காவல்துறையினர் அரவ ணைப்புடன் நடந்துகொள்வதால் இக்குற்றச் சம்பவங்களுடன் அவர்களையும் குற்றம் சாட்டப்பட்டவர்களாகப் பிணைத்திட வேண்டும். ராஜஸ்தான் அரசாங்கம், ராஜஸ்தான் காவல் துறையினரின் பங்கினையும் உடனடியாக விசா ரணைக்கு உட்படுத்திட வேண்டும். இந்தக் கோரிக்கைகளுடன் ஒரு மனுவை மார்க்சிஸ்ட் கம்யூனிஸ்ட் கட்சி முதல்வரிடம் அளித்திட இருக்கிறது.
Murder By State-Sponsored Vigilantes
The incidents of February 16 that began near Peruka on the border between Rajasthan and Haryana and ended in the Nuh area in Bhiwani district of Haryana, are notable not only for the barbarity and cruel violence meted out to two Muslims, Junaid and Nasir but also for what they reveal about the collusion between the Haryana police and cow vigilantes and the complete impunity with which the latter are allowed to perpetrate crimes in the name of ‘gau seva’ (cow protection).
The details are well-known. Nasir and Junaid had left home in a Bolero to visit some relatives. On their return, in Peruka, they were chased and stopped by a group of gau rakshaks in Peruka. They were beaten brutally and taken half-dead to the local police station in Nuh. The police refused to take charge of them and the Gau rakshaks then took them and their vehicle to Loharu and set the vehicle on fire. Nasir and Junaid were burnt to death.
In the FIR filed by their family members, prominent gau rakshaks of the area were named. The most notorious of them is Monu Yadav alias Manesar who lives in Nuh. He moves openly with firearms and posts videos on social media in which he is seen beating ‘cow smugglers’, forcing them to eat cow dung, chasing and firing at their vehicles.
The Haryana police has now accepted that three of those named in the FIR are their informers. Behind this nexus between the police and gau rakshaks is a less-known but extremely dangerous fact: the BJP government of Haryana which passed a draconian Cow Protection Act in 2015, followed it up in 2021 with a notification that established a Special Cow Protection Task Force in each district. In each district, the 11-member task force is allowed to nominate five non-official members of whom two are to be picked from the local gau rakshak committees. What this means is that gau rakshak members, all of whom belong to the Bajrang Dal and other saffron outfits, have been given official sanction to intervene in various ways in all incidents that they consider to be linked with cow-smuggling or cow slaughter. In fact they now form a band of vigilantes with official sanction to take the law into their own hands and disperse summary ‘justice’.
In this particular case, it is only because the Rajasthan police is involved, that not only have many disclosures been made but one of the main accused, Rinku Saini, has been arrested and Monu Yadav has been forced to ‘abscond’.
The VHP, BJP and others are focusing their fire on the Rajasthan police against whom an FIR has been filed for allegedly having used excessive force in arresting the accused. They are also vociferously protesting the innocence of those accused in the murder of Junaid and Nasir. Interestingly enough, a Haryana policeman has been recorded in a ‘sting operation’ reported by none other than Opindia, a pro-BJP, right-wing media outlet, as saying that Rinku is definitely guilty.
In order to garner sympathy for the accused, a mahapanchayat (attended apparently by only about 80 people) was organised in Bhiwani where a local panchayat leader threatened the Rajasthan police saying ‘if they dare to come here they will leave without their feet.’ Of course, the mahapanchayat was held and this and other objectionable statements made with the administration and police in attendance.
Despite the horrific nature of the incident and the fact that police forces of two states are pitted against each other, neither the chief minister of Haryana nor the home minister of the country have found it fit to comment on this.
As it stands, however, one thing is crystal clear. While in the entire country there is concern about attacks on the constitution by the BJP government, in Haryana at least, the writ of the constitution no longer runs as far as Muslims are concerned.

Dangerous Politics of Cow Vigilantism
The CPI(M) has strongly condemned the brutal killings of Junaid and Nasir and the dangerous politics of cow vigilantism promoted by right-wing groups in India. CPI(M) Polit Bureau member, Brinda Karat and Central Committee member, Amra Ram visited Ghatmika village in Rajasthan on February 18, to meet the families of the victims and express condolences and support for them. They criticised the lack of action by the state government and law enforcement agencies in bringing the perpetrators to justice. They were accompanied by Rajasthan state committee members of the Party, Sumitra Chopra, Sanjay Madhav, Raisa and advocate Shabbir.
Junaid and Nasir were brutally killed by a group of criminals who were allegedly part of the Bajrang Dal Gau Rakshak gang, which operates on the border of Rajasthan and Haryana. The gang is known for its violent attacks against people who they suspect of cow smuggling, and Junaid and Nasir were reportedly targeted because they were carrying beef.
CPI(M) leaders pointed out that the cases against Junaid on charges of cow smuggling had been filed during the earlier BJP regime, along with many others in surrounding villages. Since there was no evidence of any kind, Junaid was never arrested, and none of the charges have been proven even after all these years.
The right-wing groups have created a false narrative that dairy farmers and cattle traders from the Muslim community are cow slaughterers. The village of Ghatmika, with a predominantly Muslim population, is located in the Mewat region and has been a target of gau rakshaks. In November 2017, Umar Khan, a cattle trader from this village, was shot dead by the gau rakshaks during the previous BJP regime in Rajasthan, just a few months after dairy farmer Pehlu Khan was brutally killed. Despite this, Umar Khan’s family has yet to receive justice. The villagers fear that Junaid and Nasir’s families will suffer the same fate. Currently, an FIR has been filed on the charge of kidnapping, but the charge of murder has yet to be included. Those named in the FIR include the notorious Mohit Yadav known as Manu Manesar who operates with impunity in the region with the approval of the BJP government in Haryana. The burnt car and bodies were found in village Barvas, Loharu in the Bhiwani district of Haryana. So the Haryana police, which has been complicit in providing patronage to the activities of the gau rakshaks, is to be involved with the investigation. Only one of the accused has been arrested.
In such a situation it is essential for the Rajasthan government to act firmly, more so since the initial crime of kidnapping took place in Rajasthan. The criminals named must be arrested without delay. Compensation of fifty lakh rupees, as given by the government in the earlier communal murder of Kanhaiya Lal, should be given to the families of the victims along with employment assistance, demanded the CPI(M) leaders.
The policy and patronage of the Haryana government and police in protecting the criminal activities of the so-called gau rakshak gangs must be held responsible. The Rajasthan government must also immediately probe the role of the Rajasthan police in this case. The CPI(M) will be giving a memorandum to the chief minister with the above demands.
